Compare by net price, then out-of-pocket. Net price = cost of attendance − grants & scholarships (free money). It's the honest cost. A cheaper sticker price can be the worse deal if it comes with less grant aid.
Don't be fooled by loans. A big "aid package" padded with loans isn't generosity — loans are money you borrow and repay with interest. This tool separates free money from money you repay so you can see the real difference.
Look beyond one year. Multiply by ~4 years, and ask whether the aid is guaranteed to renew (some scholarships aren't). A gap you cover with loans compounds over four years.
