The Policy Moment: Why Reading Is on Every Agenda
Literacy has become one of the hottest areas in education policy — a rare bipartisan cause — driven by a reading crisis and a wave of investigative journalism. Understanding the moment helps you navigate it.
The turning point for public attention was journalist Emily Hanford's reporting and the podcast Sold a Story, which examined why so many schools taught children to guess at words from context instead of decoding them. In its wake, states across the political spectrum have passed laws requiring evidence-based reading instruction, mandating teacher training and literacy screening, and — in a growing number of states — restricting the 'three-cueing' method. Mississippi's decade-long literacy turnaround became the model many are now following.
Most science-of-reading laws share a few elements: explicit, systematic instruction grounded in the five pillars; teacher training and professional development; universal literacy (and often dyslexia) screening; early intervention for struggling readers; and evidence-aligned curriculum. The details — and how well they're funded and implemented — vary a lot by state.
What Is the Science of Reading?
The 'science of reading' is not a program, a curriculum, or a fad — it's the accumulated evidence about how reading works and how to teach it. Getting this definition right prevents most of the confusion around it.
What it is
- A vast body of research on how humans learn to read
- Drawn from cognitive science, linguistics, neuroscience & education
- Built over 50+ years — including brain-imaging studies
- Anchored by the National Reading Panel (2000)
What it is NOT
- Not a single program, product, or brand
- Not 'just phonics' — it covers all five pillars
- Not a passing trend or a marketing label
- Not anti-teacher — it's about equipping teachers
The core insight
- Most children don't learn to read naturally, the way they learn to talk
- Skilled reading must be explicitly taught
- The brain has no 'reading center' — it's built through instruction
- Good teaching can prevent most reading failure
That phrase, from literacy researcher Louisa Moats, captures the key point: reading is one of the most complex things we ask a young brain to do, and teaching it well requires real knowledge of how language and the reading brain work. The science of reading is about giving teachers that knowledge — not about any one product that claims to bottle it.
The Five Pillars of Reading
The National Reading Panel (2000) identified five components that effective reading instruction must include. They work together — a weakness in one undermines the whole — and every one deserves explicit teaching.
1. Phonemic awareness
- Hearing and manipulating the smallest sounds (phonemes) in speech
- E.g., cat = /k/ /a/ /t/
- Purely oral — no letters yet
- English has 26 letters but ~44 sounds
2. Phonics
- Connecting sounds to letters and letter patterns
- The engine of decoding and spelling
- Taught explicitly and in a systematic sequence
- Turns print into words
3. Fluency
- Reading accurately, automatically, and with expression
- The bridge from decoding to understanding
- Frees up attention for meaning
- Built through lots of connected-text practice
4. Vocabulary
- Knowing the meanings of words
- Deeply tied to background knowledge
- Grown through rich talk, reading, and direct teaching
- Essential for comprehension
5. Comprehension
- Understanding, analyzing, and using what's read — the goal of it all
- Depends on both decoding AND language/knowledge
- Built by background knowledge, vocabulary, and strategies
- Comprehension is a product, not a single skill you drill
Many experts note that the five pillars, while essential, leave out two things effective literacy also needs: oral language and writing. Strong programs weave speaking, listening, and writing throughout — reading and writing develop together.
The Models: Simple View & Scarborough’s Rope
Two research-based models explain how the pillars fit together. Educators use them as a map for what to teach and how to diagnose where a reader is struggling.
The Simple View of Reading
- Gough & Tunmer (1986)
- Reading Comprehension = Word Recognition × Language Comprehension
- Both are necessary; neither alone is enough
- A '0' in either means reading breaks down
- It's a multiplication, not addition — that's the point
Scarborough's Reading Rope
- Hollis Scarborough (2001)
- Word recognition strands: phonological awareness, decoding, sight recognition
- Language comprehension strands: background knowledge, vocabulary, language structures, verbal reasoning, literacy knowledge
- Strands braid into skilled reading
- Word recognition grows automatic; comprehension grows strategic
They tell you where to look when a student struggles. A child who decodes fine but can't comprehend has a language/knowledge gap, not a phonics gap — and vice versa. The Rope also shows why fluency matters: until word recognition is automatic, there's little attention left over for meaning.
Structured Literacy vs. Balanced Literacy
At the center of the 'reading wars' is a real instructional difference. Understanding it — without the caricatures — is key to understanding the shift schools are making.
Structured Literacy
- Explicit, systematic, cumulative, and diagnostic teaching
- Direct instruction in phonics in a planned sequence
- Nothing left to chance or guessing
- Coined by the Int'l Dyslexia Association
- Strong evidence it helps all readers, not only those with dyslexia
Balanced Literacy (the contrast)
- A variation of whole-language; learning to read more 'organically'
- Read-alouds, guided reading, independent reading
- Phonics present but usually not systematic or a focus
- Often paired with 'three-cueing'
- Widely used — and increasingly restricted by state law
Three-cueing teaches students to identify unknown words using meaning, sentence structure, and visual cues — in practice, to guess from context and pictures. Critics (and a growing number of state laws) argue it trains guessing instead of decoding and can mask reading difficulties. Note the nuance: meaning and syntax genuinely matter for comprehension — the objection is to using them as a substitute for sounding words out.
Phonemic Awareness & Phonics
These two foundational skills — one oral, one print — are where the science of reading is most concrete, and where explicit, systematic teaching matters most.
Start with sounds (phonemic awareness)
Before letters, children need to hear that spoken words are made of individual sounds — to blend /s/ /u/ /n/ into sun and segment it back. This oral skill is one of the strongest early predictors of reading success, and it's quick to teach in short daily doses.
Teach phonics explicitly and systematically
Explicit means the teacher directly teaches each sound-spelling — not discovery or exposure. Systematic means a planned scope and sequence that builds skill by skill, simple to complex. Both matter: research is clear that systematic phonics outperforms incidental or 'as-needed' phonics.
Use decodable texts early
Beginning readers practice best with texts built from the sound-spellings they've been taught, so they can actually decode rather than guess. Decodables are a bridge — as skills grow, students move to richer authentic texts.
Don't teach guessing
Cover the picture, and prompt 'What sounds do you see? Blend them.' rather than 'What word would make sense?' The goal is to build the decoding habit until word recognition becomes automatic and effortless — which frees attention for meaning.
Fluency: The Bridge
Fluency is the often-overlooked pillar that connects decoding to comprehension. A student who reads accurately but slowly and haltingly is spending all their mental energy on the words, with none left for meaning.
What fluency is
- Accuracy — reading the words correctly
- Automaticity — reading them effortlessly, without sounding out
- Prosody — reading with natural expression and phrasing
- The bridge from word recognition to comprehension
How to build it
- Lots of practice reading connected text at the right level
- Repeated reading of the same passage
- Modeled fluent reading (you read, they follow)
- Partner and choral reading — not just round-robin
A fluent reader isn't necessarily a fast one — it's one who reads accurately and automatically enough that the brain can focus on understanding. If comprehension is weak, always check fluency: labored decoding is a very common hidden cause. And never sacrifice accuracy for speed.
Vocabulary & Background Knowledge
Here's the part the 'reading wars' sometimes overshadow: even a perfect decoder can't understand a text about something they know nothing about. Comprehension runs on knowledge and vocabulary.
Grow vocabulary deliberately
- Rich talk and read-alouds above students' reading level
- Directly teach high-value academic words
- Teach word parts (roots, prefixes, suffixes)
- Encourage wide reading — words are learned in context
Build knowledge on purpose
- Comprehension depends on what a reader already knows
- A knowledge-rich, coherent curriculum matters
- Content areas (science, history, art) build reading ability
- 'Reading skills' can't be practiced in a knowledge vacuum
A famous study showed that struggling readers who knew a lot about baseball out-comprehended strong readers who didn't — because knowledge, not a generic 'skill,' drives understanding. This is why many literacy experts push for building broad background knowledge through a coherent, content-rich curriculum, not just practicing comprehension strategies in isolation. Comprehension & Knowledge-Building
Comprehension is the whole point of reading — but it's a product of many things working together, not a single skill you can drill. Understanding that changes how you teach it.
What comprehension depends on
- Accurate, fluent word recognition (you can't understand what you can't read)
- Vocabulary and background knowledge
- Language structures (syntax, grammar) and reasoning
- A coherent build of knowledge over time
Teach it well
- Build knowledge through rich, connected texts and content
- Teach a few strategies lightly — then read a lot
- Discuss texts deeply; ask and answer real questions
- Integrate writing about reading to deepen understanding
A handful of comprehension strategies (predicting, questioning, summarizing) help, especially when taught briefly and applied to real texts. But endless strategy practice on disconnected passages is far less powerful than building deep knowledge and vocabulary through a coherent curriculum. Comprehension grows when kids read widely and know a lot.
Screening & Assessment
You can't help a struggling reader you haven't identified. Universal screening — a cornerstone of nearly every new literacy law — catches reading difficulties early, when they're most fixable.
Universal screening
- Brief, valid checks for all students, a few times a year
- Flags who's on track and who needs more support
- Many states now require dyslexia screening too
- Early is everything — kindergarten and first grade matter most
Kinds of assessment
- Screening — quick, for everyone, to flag risk
- Diagnostic — deeper, to pinpoint the specific gap
- Progress monitoring — frequent, to see if help is working
- Outcome — did they reach the goal?
A screener is a smoke detector, not a fix. Its value is in what happens next: matching students who are flagged to targeted, evidence-based instruction quickly, and monitoring whether it's working. Data that doesn't change instruction is just paperwork.
Dyslexia & Struggling Readers
Dyslexia is common, real, and manageable with the right instruction — and the approach that helps students with dyslexia helps every reader. This is one of the strongest arguments for the science of reading.
What dyslexia is
- A language-based learning difference affecting reading
- Rooted in phonological processing — connecting sounds to print
- Causes trouble with decoding, fluency, and spelling
- Not about intelligence, effort, or vision
Early signs to watch
- Trouble hearing and playing with sounds (rhyming, blending)
- Slow, effortful decoding; frequent guessing
- Difficulty learning letter-sound links
- Persistent spelling struggles; family history
What helps
- Explicit, systematic, structured literacy instruction
- Early screening and early intervention
- More intensity and practice — not a different, lesser curriculum
- Accommodations plus real skill-building (see our IEP/504 toolkit)
Structured literacy was developed for students with dyslexia — but decades of research show it's effective for all readers. In other words, teaching in a way that works for the students who struggle most tends to raise achievement for the whole class. Good first instruction is the best intervention there is. The International Dyslexia Association is the go-to resource.
Intervention & MTSS
Even with strong instruction, some students need more. A tiered system makes sure they get it early and in the right dose — before small gaps become large ones.
How tiered support works
- Tier 1 — strong, evidence-based instruction for all students
- Tier 2 — targeted small-group help for those who need more
- Tier 3 — intensive, individualized intervention
- Screening and data decide who moves where
Make intervention work
- Start early — kindergarten and first grade are prime time
- More time, smaller groups, more explicit and systematic
- Match the intervention to the specific skill gap
- Monitor progress and adjust; don't 'wait to fail'
The single most powerful lever is excellent core instruction: when Tier 1 is strong, far fewer students need intervention, and interventionists can focus on those with the greatest needs. Schools that skimp on core instruction end up trying to intervene their way out of a problem good teaching would have prevented.
Choosing Curriculum & Materials
Curriculum matters enormously — and many widely used programs are not aligned with the research. Choosing evidence-aligned materials is one of the highest-leverage decisions a school makes.
Look for
- Explicit, systematic phonics with a clear scope & sequence
- Decodable texts for beginners; knowledge-rich texts as they grow
- All five pillars, plus oral language and writing
- A coherent, knowledge-building sequence over the year
Be cautious of
- Programs built on three-cueing or leveled 'guided reading'
- 'Balanced literacy' with phonics as an afterthought
- Predictable/patterned books that invite guessing
- 'Science of reading' as a marketing sticker with no substance
Use independent reviews

- Your state's approved or vetted materials list
- Ask vendors for evidence, not testimonials
Because the movement is hot, nearly every publisher now claims alignment. Don't take the label at face value: check for explicit, systematic phonics, decodable texts, and knowledge-building content — and lean on independent reviewers like EdReports and the Reading League rather than the sales sheet.
Putting It Into Practice
The science of reading isn't just theory — it changes what a strong K-3 literacy block looks like day to day. Here's what it looks like in practice.
A strong early-literacy block
- Daily explicit phonics and phonemic-awareness work
- Practice with decodable text tied to what's been taught
- Rich read-alouds above students' reading level
- Vocabulary and knowledge-building through content
Everyday moves that align
- Model, then guided practice, then independent practice
- Prompt decoding ('blend the sounds'), not guessing

The biggest shift is often the teacher's own understanding of how language and reading work — how sounds map to spellings, why English is patterned the way it is. Free resources like UFLI and Reading Rockets build that knowledge, and it changes everything downstream. Great reading instruction starts with a well-informed teacher, not a scripted box.
Reading in the Upper Grades
The science of reading isn't only a K-2 story. Many older students still struggle to read — and the response for adolescents is different from early reading, but just as evidence-based.
Older struggling readers still need the foundations
A middle- or high-schooler who can't decode needs explicit, systematic word-study — just delivered in an age-appropriate way, never with babyish materials. Don't assume phonics is 'done' by third grade; for some students it isn't.
Shift toward knowledge, vocabulary, and complex text
For students who can decode, upper-grade literacy is about building knowledge and academic vocabulary, handling complex syntax, and reading demanding text across subjects. Comprehension in science, history, and math is reading instruction too.
Content-area reading is everyone's job
Every teacher of every subject teaches reading in that discipline — the vocabulary, text structures, and ways of reasoning specific to it. Literacy isn't only the English teacher's responsibility once students reach the upper grades.
Don't let struggling older readers slip through
Screen beyond the early grades, and intervene when needed. A student who reaches high school reading far below grade level rarely 'catches up' on their own — targeted, explicit support still works, and the stakes only rise.
Supporting Reading at Home
Families are powerful partners in literacy — and you don't need to be a reading teacher to make a real difference. A few evidence-aligned habits matter more than any product.
For all ages
- Read aloud together every day — even to older kids
- Talk a lot: rich conversation builds vocabulary and knowledge
- Keep books around and visit the library often
- Let kids see you read; make it enjoyable, not a chore
For early / struggling readers
- Play with sounds: rhyming, clapping syllables, blending
- Support sounding words out — don't tell them to guess
- Practice with decodable books when they're learning to decode
- Keep it positive and short; celebrate effort
Trust your instincts and act early. Ask the school about screening results and what support is available, and don't accept 'wait and see' if a struggle persists — early help is far easier than later remediation. The science of reading applies to multilingual learners too — with important nuances. And because reading difficulties hit the most vulnerable students hardest, getting this right is fundamentally an equity issue.

Adopting the science of reading is a systems change, not a curriculum purchase. The states and schools that succeed treat it as a multi-year effort in adult learning — and avoid a few predictable traps.
Lead the change well
- Invest in real, sustained teacher professional development
- Build in coaching — knowledge needs support to become practice
- Adopt genuinely evidence-aligned curriculum (verify it)
- Set up screening and a working intervention system
Common implementation traps
- Buying a program and calling it done
- One-day training with no follow-up or coaching

Sustain it
